In a large pan over medium heat, cook ground beef. While browning ground beef, add onion powder, garlic powder, and sea salt & pepper (to taste). While ground beef is cooking, cook elbow macaroni in a large pot. Be sure the water is salted, or it will be bland! The pasta should take about 7 - 8 minutes to cook.
Once beef is done cooking, drain off any grease.
Once pasta is done, remove from heat and drain water. Return pasta back to same pot, over a low heat, add butter, mustard, and milk. stir well to incorporate ingredients, and then stir occasionally until butter is melted and the milk is heated. (This will take just a few minutes)
Add ground beef, cheese and sour cream. Stir until you've reached a creamy consistency. Remove from heat.
Allow pasta to set for a 2 minutes, and then serve!
